How do I convert Opus to MP3?

Opus (RFC 6716, standardised in 2012) is the most efficient general-purpose lossy codec in wide use — it beats MP3, AAC, and Vorbis at low bitrates, achieves usable speech at 16 kbps and near-transparent music at 128 kbps, and is the audio codec behind WhatsApp voice notes, Discord, YouTube (in WebM), and most VoIP. Its weakness is legacy support: car stereos, older devices, and much desktop software cannot open .opus files, which is why converting to MP3 remains so common.
