How do I convert MP3 to M4A?

Converting MP3 to M4A re-encodes your audio as AAC inside an MPEG-4 container — the native format of the Apple ecosystem. The usual motives are workflow ones: iTunes/Music-app conventions, apps that expect .m4a input, or the iPhone ringtone pipeline (M4A is one rename away from M4R).
